Step two involves linking up with a broader set of movements who do not necessary have anti-capitalist or anti-imperialist ideologies but are fighting the effects of them in isolation, usually on a limited range of issues. It is here we become a mass movement.

It should include all liberal, progressive and centrists who consider themselves allies to Black people, working class people and 99% of the world’s population. It should include all major social justice movements, charities and non-governmental organisations (NGOs) who tend to work on single issue themes in isolation of one another.

These include specific human rights abuses, “tackling racism”, “levelling up”, international development, poverty alleviation or stopping climate change and so.

• These groups tend to not take a systemic approach to injustice, but many want to be our allies to the global majority.
• These groups publicise the harm done in their own countries and internationally but do not make significant progress because they are not coordinating their attack on capitalism and imperialism through a single social movement calling for a single revolutionary policy.
• Each group uses different tactics and campaigns for change on specific issues instead of trying to explain the root of these issues or trying to change power and replace the system.

It is also important that institutional charities and NGOs do not see reparative justice as another single issue campaign or policy area that gets added to the list of campaigns such as racial justice, gender justice, economic justice, debt justice, climate justice, ‘decolonisation’, police abolition etc.

Human rights abuses, inequality, poverty, racism, sexism, patriarchy, debt bondage, neo-colonialism, ecocide/climate change etc. are structural features and symptoms of capitalism and imperialism, interwoven and inseparable from one another – it is logically impossible to solve for one, without solving for all.

It is the job of the global vanguard (the Reparationists, anti-capitalists and anti-imperialists) to explain to all that we cannot solve for one injustice at time and doing so prolongs our suffering. The job of the global vanguard is to ensure liberals, progressives and allies understand the systemic call for Revolutionary Reparations from people all over the world fighting the effects of capitalism and imperialism on the frontlines.

Step 2 is complete when all major progressive and radical groups share in the call for revolutionary reparations and systemic change it brings. It is in step 2 we create a mass movement of movements for Revolutionary Reparations representing 99% of the world’s people.

The global strength of the movement for revolutionary reparations is now historically unprecedented in size and coordination of any social justice movement, which is entirely feasible given the technological advancements we have at our disposal and the strategic focus of Revolutionary Reparations.

It is here that we translate the strategic and collective solidarity and mandate of people from the jungles and desserts, villages and towns, and in the capital cities around the world into the heart of political power and get what we want. It is during this stage that we translate our irrepressible global movement of movements into building the necessary political power for the law within existing colonial theatres of sham governance.

The purpose of the global movement of movements will be to voice the demands of the people. The movement will have to repeatedly agitate in the theatres of political power until the Ubuntu Restoration tax becomes the law. For that to happen, we need progressive political change in the most powerful countries brought about by the Revolutionary Reparations movement of movements in order to have people in parties in government capable of ensuring the Ubuntu Restoration tax becomes the law in them.

The movement for Revolutionary Reparations must have pushed out the far-right in governments in the majority of G20 countries and have centrist capitalist tendencies during this step (liberalism, progressives, social democrats etc.) capable of securing this new law. Clearly that is a mammoth undertaking but not insurmountable if we align strategically and stop movements from spreading themselves thinly into making reformist and disconnected demands of capitalism (climate, inflation, rent, racism, indebtedness, police abolishment) that only makes things worse for other people elsewhere in weaker nations and prolongs achieving systemic change by allowing Capitalism and Imperialism time to innovate new ways of subjugation and oppression, as it can so easily do through financialisation.

If global south movements force their countries into making the Ubuntu Restoration tax into law, that will not hinder progress, but the tax applies to mostly people based in the G7, given the existing distribution of global wealth and those who trade and speculate on financial markets.

Through the global movement of movements, the voices of the people of earth will be plain and clear. We want reparations and systemic change and this is how we want it. We want our truth, we want to heal and repair and we want emancipation and liberation. It is the people’s mandate for change and how they wish for society to operate, not the capitalists and imperialists.

Finally making Revolutionary Reparations the law, means having the financial resources for part of our reparative justice – the ability to find and express our truth, heal and repair from centuries of atrocities caused by slavery and colonialism. It is the beginning of the Great Restoration and the Great Decolonisation.

The FTT, that can initially be set at 1% and raise $158 billion per day from the $15.8 trillion per day they steal from us will finance reparative justice for truth, healing and repair, whilst enabling system change and finally our emancipation and liberation.

• Reminder: Ill-gotten capital flows and wealth is valued in the hundreds of trillions and sit idle at a systemic level and are the ultimate indicator of the “spoils of slavery and colonialism”. $15.8 trillion per day traded between investment banks and hedge funds, on stock and bond exchanges, on currency and commodity markets in plundered oil and gas, crops, gold and all major world resources. These markets are where the spoils of slavery and colonialism continue to be traded and wealth build wealth and power.

We will have the financial resources to end politically made destitution, hunger and poverty, climate change, ecocide, racism, sexism, castism and patriarchy etc, as people who oppress, subjugate and exploit will have no material power from which to do so.

Everyone will be given free food, housing, education and healthcare. Funds will be distributed to locally led and operated social organisations, not government channels. Funds will go towards co-operative, socialist, and equitable systems, institutions and organisations who promote anti-capitalist and anti-imperialist, pro-peace and sustainable ideologies. The FTT rate will increase over the time, weakening Capital, enabling a peaceful transition to an anti-capitalist and therefore anti-imperialist world.

There is no part of today’s economy that is not stained with the blood of slavery and colonialism - full reparative justice can only occur with systemic change at a global level. Socialism in one neighbour is not enough and misleading.

Today’s government structures and apparatus were built by wealthy elites to protect capitalism because it needs control over our bodies, the land and natural resources. The accumulation of land and almost infinite wealth and power has already occurred, – capitalism can never be levelled-up, kind, ethical, reformed or regulated.

In order to make such an unjust and inhumane political economy function, Capitalism MUST continuously manifest subjugation by class, caste, race, sex, gender, ability and so on enforce patriarchy, poverty, inequality, militarism and imperial violence and plunder. Over time as the Ubuntu Restoration tax rate increases, Revolutionary Reparations makes the cost of capital expensive, it slows and weakens capitalism’s grip over our lives.

For our physical and mental freedom, Capitalism must be forced to release land and resources from its private control. Land and assets/resources should become custodial, not privatised. There will never be justice on stolen land. It was never theirs to sell.

Over time, government and state apparatus will undergo transformational change from the ground up, where we build real democracies by beginning with the nationalisation (democratic control by the people) of all land and assets/resources such as housing, schools, hospitals, utilities (water, health, energy, transport) and pharmaceutical companies, farms/crops, factories and patents for example.

As we transition to a socialist economy, poverty and hunger are eradicated, wealth distributed and the profit motive, competition and war comes to an end. We can begin global disarmament and demilitarisation, making the world a safer place. We dismantle the prison-industrial complex and build a world free of the artificial scarcity and free of the oppression, subjugation and exploitation capitalism imposes.
